
City Dock Neuss: Panattoni is implementing its largest business park project so far in North Rhine-Westphalia
With the City Dock Neuss, Europe's largest developer of logistics, industrial and commercial properties is redefining its own standards and is implementing the largest City Dock concept project so far in North Rhine-Westphalia. Located centrally in Neuss on a part of the grounds of the US-owned group, 3M, a modern business park is being developed in close and constructive cooperation with the City of Neuss that unites the requirements of small-scale commercial use with a future-oriented ESG approach.

The approximately 85,500 m² site is located in the Hammfeld city district only a few minutes’ drive from Düsseldorf. Panattoni is planning to develop a new City Dock on the site with approximately 32,600 m² of hall and flexible use space and approximately 6,500 m² of office and mezzanine space as well as 272 vehicle and 152 bicycle parking spaces. The implementation will be carried out in two construction phases. First, the western section will be built, then the easter section will follow.
Panattoni will develop the site after a long and multi-layered sales process. In close cooperation with the City of Neuss a viable concept was developed over the course of almost a year that contained both the division of the property and an early and detailed plan for the required relocation of the supply lines. The preliminary building application then submitted was approved by the city.
With the City Dock Neuss, Panattoni is pursuing the objective of creating urban business parks that are both functional and ecologically sustainable. The existing office building and the parking spaces on the site will be dismantled. The aim for the new building is to obtain the gold standard certification from the German Sustainable Building Council (DGNB). The use of an air-to-water heat pump in the office spaces and an air-to-air heat pump for the halls is planned, among other things. The energy that will be generated by the planned photovoltaics system can be fed into the grid or used directly by the future tenants. Rainwater will be collected in cisterns and made available for the operation of the restrooms. Two generously- sized well-being areas increase the quality of the employees’ time spent at the site. In addition, each of the 22 rental units on the site will be equipped with their own dual charging station for electric vehicles.
The City Dock Neuss is easy to reach by car, public transport and bicycle. It is particularly interesting for small and medium-sized enterprises, start-ups and companies from the light industrial segment. The completion of the project is planned for mid-2027, depending on when the construction permit is issued. Currently, the start of construction is targeted for October 2025.
The City of Neuss expressly welcomes the development and considers the implementation of the City Dock to be an important signal for the business location. “The cooperation with Panattoni was constructive and solution-oriented from the very beginning. We are pleased to be able to implement in cooperation with the developer a sustainable and future-proof concept in a central location next to 3M”, says Reiner Breuer, Mayor of the City of Neuss.

The site was brokered by the real estate advisor, Colliers, which will also handle the marketing of the new spaces.
