The JadeWeserPort freight village: Logistics hub of the future?

Is a tide-independent deep-water port the key to the resilience of European supply chains? And what role does the directly adjacent freight center (GVZ) play in this?

At a time when supply chain disruptions are part of the new normal and ship sizes are constantly growing, the global logistics industry is increasingly turning its attention to Wilhelmshaven. The JadeWeserPort freight village is not just a collection of warehouses; it is a strategic response to the bottlenecks of the Northern European ranges. This factual text analyses the location in depth, sheds light on the hard infrastructure as well as soft location factors and provides investors and logistics decision-makers with the necessary data for a well-founded choice of location.

General description and concept: Synergy of port and hinterland

The JadeWeserPort freight village in Wilhelmshaven is an integral part of the overall JadeWeserPort project, Germany's only deep-water port. The unique selling point of this location is the direct proximity to the Container Terminal Wilhelmshaven (CTW). There are no time-consuming shuttle services on public roads between the quay and the warehouse – the transfer takes place "over the fence" or via internal transport routes.

The GVZ covers a total area of around 160 hectares and was designed to locate value-added logistics services, distribution logistics and port-related industry directly on the quayside.

Why is this concept unique in Germany? In contrast to Hamburg or Bremerhaven, where port areas have often grown historically and are spatially limited, the JadeWeserPort freight village was planned as a "greenfield project" on newly washed up land. This enabled the areas to be ideally designed for modern logistics requirements (large hall grids, sufficient manoeuvring areas).

The infrastructure and modality: trimodality in perfection

The performance of a freight village stands and falls with its connection. The JadeWeserPort freight village is considered a prime example of trimodality, i.e. the perfect networking of water, rail and road.

Water connection (USP)

The GVZ benefits directly from the nautical conditions of the port:

  • Draught: 18 metres of water depth enable the handling of the world's largest container ships (24,000+ TEU) fully loaded and independent of the tide.
  • Berths: 1,725 metres of quay wall (in the final stage) offer space for four mega container ships at the same time.
  • Advantage for the GVZ: Import containers can be unloaded directly and brought to the GVZ without waiting for tidal waves. This significantly shortens the time-to-market.

Rail connection (CT terminal)

Is the rail the eye of the needle? In Wilhelmshaven, precautions were taken. The GVZ has a direct connection to the Rail Terminal Wilhelmshaven (RTW).

  • Capacity: The terminal has a 16-track screening group and several transhipment tracks under gantry cranes.
  • Electrification: The Oldenburg-Wilhelmshaven railway line has been completely double-tracked and electrified. This enables the use of heavy electric locomotives without reclamping, which saves costs and time.
  • Frequency: Daily services connect the GVZ with the most important economic centres in the D-A-CH area (e.g. Maschen, Nuremberg, Kornwestheim).

Road access

The "last mile" or the pre-carriage by truck is often critical.

  • Motorway: The GVZ is directly connected to the A29 motorway without traffic lights  .
  • Traffic flow: In contrast to the Port of Hamburg, where the Elbe tunnel and the A7 often lead to traffic jams, the traffic situation on the A29 southbound (Ahlhorner Heide / A1 junction) is largely free of traffic jams.

Air Freight (Nearest Airport)

For urgent spare parts logistics or time-critical freight:

  • Airfield: The Wilhelmshaven-Mariensiel airfield is only a few kilometres away (for business jets and small cargo).
  • International Airport:Bremen Airport (BRE) can be reached in approx. 60 minutes by car (approx. 85 km) via the A29/A28. Hamburg Airport (HAM) is about 2.5 to 3 hours away.

Location of the GVZ and top logistics region

Is Wilhelmshaven one of the top logistics regions? According to the definitions of the Fraunhofer Working Group for Supply Chain Services SCS, the "Weser-Ems / Wilhelmshaven" region is one of the up-and-coming logistics regions in Germany.

The geographical advantages:

  1. Easternmost deep-water port of the North Range: Wilhelmshaven is geographically advantageous for traffic from Asia that is forwarded to Scandinavia, Poland or the Baltic States (feeder traffic).
  2. Space availability: While there is a shortage of space in the top locations (Munich, Hamburg, Frankfurt), the JadeWeserPort freight village still offers scalable large spaces.

Expert assessment: "The JadeWeserPort is increasingly acting as an 'overflow valve' and strategic alternative to the congested ports in Rotterdam and Hamburg. The location is no longer peripheral, but – due to the development of ship size – the new gateway to Europe."

Rent and land prices as well as tax rates

For controllers and investors, the hard numbers are crucial. The location scores here with a significant cost advantage over the established metropolitan regions.

Land prices and rents

Note: Prices are subject to market fluctuations and should be requested from JadeWeserPort-Marketing GmbH & Co. KG on a daily basis.

  • Leasehold/purchase: Land in the GVZ is often allocated under heritable building rights, which reduces the initial investment amount for companies. The ground lease rates are attractive in a nationwide comparison.
  • Purchase prices (indicative): While prices of €300–500/m² are no longer uncommon in Hamburg or the suburbs, prices for developed industrial land in the Wilhelmshaven/Friesland region are often still well below €100/m², sometimes in the range of €40–60/m² depending on location and degree of development (as of market data 2023/2024).
  • Rental prices for logistics properties: The prime rents for modern logistics space in the Weser-Ems region are approx. €5.50 to €6.50/m². By comparison, in Hamburg, more than €8.00 to €9.00/m² are already being called.

Tax framework (Wilhelmshaven)

Municipal taxes are a major factor in location costs.

  • Trade tax rate: The city of Wilhelmshaven has a rate of 425% (as of 2024).
  • Property tax B: The assessment rate is 600%.

Evaluation: The trade tax rate is higher than in rural areas, but competitive compared to large cities such as Hamburg (470%) or Munich (490%).

Economic development and companies located

The JadeWeserPort has overcome the "chicken-and-egg problem" (no ships without cargo, no cargo without ships/logistics) in recent years. The settlement dynamics have increased noticeably.

Key players on site (selection):

  1. Nordfrost: The market leader in the frozen food sector has invested massively. The company operates a gigantic deep-freeze centre at the GVZ. This makes Wilhelmshaven the central hub for food imports (meat, fruit, fish) from overseas.
  2. Volkswagen Group Logistics: VW uses the site for the export of vehicle parts and CBU (Completely Built Up) vehicles. A packaging center supplies the group's overseas plants.
  3. Imperial Logistics (now DP World): Operates logistics centers for the automotive industry (including Audi).
  4. China Logistics: A strategically important partner that underlines the importance of the location for Chinese trade ("New Silk Road").

Economic trend: The location is developing from a pure transshipment point to a value-added hub. Not only are containers moved, but goods are refined, picked, packed and frozen. This increases local value creation immensely.

Labour force and skilled workers situation

Can you still find staff here? The shortage of skilled workers affects the whole of Germany, but Wilhelmshaven has a special demographic and structural history.

  • Structural change: The region is changing from a naval and energy location to a logistics cluster. This frees up manpower, but requires retraining.
  • Availability: Compared to southern Germany or Hamburg, the unemployment rate in Wilhelmshaven is higher (approx. 10-11% in 2023/24). For employers, this means a larger reservoir of available workers, especially in the commercial sector (warehouse logistics, forklift drivers).
  • Skilled worker training: The Jade University of Applied Sciences (Wilhelmshaven/Oldenburg/Elsfleth) provides targeted training in the field of maritime management and logistics, which ensures the supply of managers.

Special features of the freight transport centre

What makes the JadeWeserPort freight village unique, apart from the water?

  1. Heavy-duty and project cargo: Due to the wide roads and the proximity to the quay, the freight village is predestined for "high & heavy" cargo (e.g. wind power components, turbines).
  2. Duty-free status (potential): There are opportunities for bonded warehouses that provide liquidity benefits for importers.
  3. Security: As an ISPS-certified area (International Ship and Port Facility Security Code) in parts of the port, the highest security standards apply.
  4. Energy hub: Terminals for LNG (liquefied natural gas) and, in the future, hydrogen are being built in the immediate vicinity. The GVZ could become a pioneer for green logistics by refuelling hydrogen trucks directly on site.

Conclusion: The sleeping giant has awakened

The JadeWeserPort freight centre has left the phase of "hope" behind it and has arrived in the reality of global logistics. For companies that import large volumes from Asia or have to export heavy goods, there is hardly a more efficient alternative in Germany.

The combination of tide-independent deep-water access, congestion-free hinterland connections and available land at competitive prices forms a package that Hamburg or Rotterdam can no longer put together in this form. While other locations are reaching their capacity limits, the JadeWeserPort freight village still offers room for growth – a decisive factor for the long-term planning security of companies.

Questions investors should ask now:

  • Does my import structure (ship sizes) match the advantages of the deep-water port?
  • Can I reduce my storage costs and increase the delivery speed at the same time by settling in the freight village?
  • How can I use the trimodal connection for a greener supply chain (shift to rail)?

The JadeWeserPort is no longer just an infrastructure project, it is a functioning logistical reality with high future potential.
